Yes, well Windows OS also comes in different laguanges, different systems etc. but you can always check for updates. I connecto from Portugal and I only have the option to add US numbers in one PC that I have confugured with US English and no option at all from the office pC where I have Windows and other stuff configured in Portuguese.
