The name has nothing to do, 'cause in spanish it's Administrador. It isn't a built-in account. It's created when you install Windows, yes, but the same as any other.

Well, now I know what happens: When you install windows it creates a user named <administrator in the language of windows> and creates a SID for it. (SID=internal number that identifies users in windows, like linux' UID). Then I suppose that when you're gonna deleta a user, Windows checks it it's SID is the same as the one that was created for that user and in that case it doesn't let you delete the user.
