Where do i.. submit a plugin or something like a plugin to msg plus... i have a program that allows you to play blackjack and poker with your msn buddies and i want to know where do i post it because u dont need msgplus to have this

No, those are only ment for Messenger Plus! plugins. Buddyplay is a regular MSN plugin as for what i've seen from it, http://www.mess.be will be a very good place for you to submit it to.
