my friend suggested using number_format() to get commas in the large numbers, e.g. number of posts in a forum.

I dont think this really would be a nessasery thing to add because it would be hard to tell if numbers need to have commas added or numbers dont need the commas added eg in urls and things like that.

It's best not to use any symbol to group decimal sets of 3. Why?

In Europe 10³ + ½ is: 1.000,5
In USA one 10³ + ½  is:  1,000.5
SI standard for 10³ + ½ is: 1 000,5 (although the period (.) may be applied as standard for decimal separation since 1997 only in English being the comma (,) the standard separator for the rest of languages)

Way to confusing and useles to get concerned about. Anyway, we won't have anything bigger than a 10^4 number, so has very little relevance, if any at all.

There is no longer a comma in numbers now anyway, if the answer was one thousand and you put '1,000' you would be marked down, because apparently it can be confused with the german currency or something and so you have to put it like '1 000'
