What does that mean exactly when someones status is set to idle?

To answer your question:

Their computer has been inactive for a period of time. In other words they have not moved their mouse or typed with the keyboard.

If some has ticked  "Sow me as Away when i'm inactive for 'x' minutes" in Tools > Options > Personal Messenger Plus! will show that person having IDLE status instead of AWAY.
