Patchou hasn't announced that it will be available, so it is doubtful. It simply means that a lot more work would be required for Patchou, and he is spending all of his time trying to release Messenger Plus! Live without many bugs in time for the Windows Live Messenger release.
For now much like the last version its disabled. Messenger Plus! Live 4.10 is planned so if Patchou gets the time to work out all the nasty little bugs with it you should see it.
