You don't need a DVD-writer to make VCD's. A normal CD-writer is all you need...
Also, to elaberate more on my previous post. Video-CD's consist of normal encoded AVI's (mpeg-<something> codec). WMV's etc. can't be writting directly to a cd to make it a VCD. They need to be converted to AVI first (and VCD's consist of a specific file layout). Though, Nero can automaticly convert many many video-format's to the proper AVI-codec needed for VCD's... You can also autherize (read: make up the menu, etc.) VCD's with Nero... all in one go...
In short, all you need to make a VCD is a CD-writer (any one will do, even very old ones) and a packet to write VCD's like Nero...
