Is it possible that NFS is running in a different resolution than you have your windows set to? If so, check your video cards drivers and alter the refresh rate frequency to the proper settings for that specific resolution that NFS is running in. Experiment with those...
Control Panel > Screen Properties > Settings > Advanced >
your specifc video card tab...
eg: for nVidia cards there is a special tab there. Clicking on that brings up the nVidia control panel. From there I go to the tab
"Refresh Rate Overrides" where I can set individual refresh rates for specific resolutions.

works, but it's annoying doing that every time
Also check the manual to see if you can fix the position to that location for that individual resolution.
Or check to see if you can make different custom modi for your monitor.
