I have seen this problem in many laptops. Here are solutions that
have worked for me.
1. You need a new mouse cap if you have a pointing stick mouse.
2. You need to install the correct drivers.
3. Your mouse is bad replace it, ebay is the best way.
4. Your have dust inside the circuit of your mouse(touch pad or
pointing stick) clean it with a computer air can.
