Nope. Sorry its nothing of the sort...
Microsoft included a program called Messenger Service in XP (please note that this is nothing to do with MSN Messenger or Windows Messenger) it was originally intended for Microsoft to be able to easily contact or send a message to all Windows users to relay any possible information. Unfortunately some spammers hijacked the service so now its useless.

Nope. This problem still happens with SP1, I don't think any patch was released apart from just disabling the Messenger service...
Hopefully the XP SP2 final release will fix this somehow, doubt it will though...
