some versions of mirc like sysreset allow you to easily addon .dll files that are plugins that are real easy to add and use.

is there, or is it possible for msn to have a similar one where the user could utilize addons such as; GTSDLL, systemstats, and other things?

im only wonder because i've noticed you ahve similar features such as the winamp reader and away msgs and otherthings

u can already have most mirc features put into plus viva plugins

you can't add mirc addons in messenger, but you can add plugins for plus. There are lots in these forums and also in http://plugins.msgplus.net . There are plugins that display system stats, play sounds, and a long etc...
