Yes, use NetMeeting. It is possible todo this via MSN/Windows Messenger since a long time!
Though you need the component to be installed. But NetMeeting is by default installed on XP and Windows 2000. If you don't run one of these OS's then you first need to download and install
NetMeeting.
In a conversation in Messenger: Actions > Start Video Conference
(This is also one of the reasons why you should not remove or disable Windows Messenger on a Windows XP machine! If you do want to "disable" Windows Messenger from starting up automatically, see CookieRevised's reply to I am about to rip my hair out over MS Messanger)
Though NetMeeting will be phased out over time and be replaced with Live Meeting (the functions keep the same though).
