My friend gets the unable to establish a network connection icon in the system tray, and when i look at the ip address in details it is displayed as 169.254.32.207

what could be the problem?

169.254.*.* is what windows gives your computer when it can't get an  IP from DHCP. if you have a router, reset the router? check the cable, make sure its not cut or frayed, try another cable

Won't it tell you the cable is not connected if the cable is faulty?

Anyway, make sure DHCP is enabled on the router.

If not, you'll have to assign an IP within the range manually.
On most modern routers it is enabled by default though.
