Does this mean i cannot advertise a link to my forum in my signature?

No you are allowed to advertise you're site in your signature, as long as its not in HUGE font.

That's the only rules for avatars and signatures. So advertising is fine in signatures, but like Nathan said, if it's over the top, then it may get removed.
