RE: problem with parents computer.....
Are both computers in the same house? Do the computers connect through any other device to connect to the internet? How is the internet shared between these computers if any?
169.x.x.x is a default IP address for Windows when no internet IP is actually available.
When you tried to Release and Renew the IP on your parents computer did it give you any errors? If not try contacting Rogers 1-888-288-4663. Just tell them you are getting a Windows Default IP address.

my computer is connected to a linksys wireless router, and my parents computer (in the same house) has a linksys usb network adapter.
there was one error, is was about the DHCP.

Is your wireless network configured correctly? For example, is the SSID set correctly? Or, if your connection is WEP/WPA-encrypted, is the key set correctly? Also, is your wireless router accepting wireless connection and it's not blocking out MAC addresses?

Did you set your IP to the private network class 192.168.x.x before connecting to your router, and have the correct default gateway? The IP vary from router to router, so, just read the manual... And you did enter correct password, didn't you

I understand, so did you set the private network IP on your computer first, before connecting to router's admin interface? You can not connect to the router's admin interface with the DHCP-dispatched IP 69.196.x.x .

RE: problem with parents computer.....
You have a public IP address and it seems you have been connected directly to isp.that why you cannot log on to router, check your IP address.. is it static? revert to auto and try...
Give more details about your network.
Connection type
Modem
Router make/model
The physical connection that you have made (including wireless) for both computers
The linksys USB adapter is it wired or wireless?
Where do you get DHCP error? In parents computer?
Try this Powercycle (switch off router, then modem, wait for a minute, power on modem, let powerlight get solid, power on router) check your ip, it should start with 192.168.x.x. But this is on assumptions, provide details...
