is it suposed to open a program?...because all it does is flashes a ms dos program kidna for like 2 seconds then goes away....i dont think i have ms dos

You've got to be shitting me. Nobody is going to send you their system32 folder, it contains thousands of files and is quite large.

Reinstall Windows.

Distributing Microsoft Windows in part or in whole is illegal.

I'm closing this thread because:
a) It was pointed out you need to reinstall windws.
b) Its very hard you to believe you managed to delete a folder in which these files exist without receiving a single message that one of them was in use.
