Well then your going to need to explain what you want a bit better because its too vague.

User bars?
Not sure what they're called

You first need to get a userbar from a place like http://userbars.com

Then you need to take that image and upload it to an image host like http://imageshack.us

Then goto http://shoutbox.menthix.net/usercp.php?action=editsig and type the code that they give under url for forum images.

Just copy paste it and you will see it

Thats just the basic way to get it up. If you want, you can add some text around it an stuff. If you want to see options such as center aligning and stuff then you might want to read the help topic myCode which can be found under the help section for which a direct link is available on the top of this page

Ok, i've got my URL for the user bar, and i've gone onto imageshack, i've selected URL and every time I click upload it just says
"please click browse to select a file to upload"
I clicked URL and put it in, I copied and pasted.

Edit:

Reason why it wouldn't upload is because you have to have the file saved on your computer not on another web server.
