Hi there!!
I have Live Messenger 8.0 (Build 8.0.0812.00) but I tried with several versions and I get on having this problem.

basically in Web MSN I have 88 contacts. When opening any MSN version, the software does not recognize/show the last added contact (around 15). If I try to add a new one (which has already been authorized in WEB MSN) it adds it up and then says: xxxx@xxx.com is not in your contact list. Click here to add him or her now...I click on it and nothing happens.

I cannot see if this contact is on or offline but can chat with him/her if he/she starts the conversion...

Very silly!

nope...for the old contacts everything works as usual...msn is open. the problem just for the recently added contacts

solved with this trick

Fix

Delete you handshaking policy cache:
Exit Messenger completely (this means right clicking the Messenger tray icon and choosing Exit).


Open your registry editor (Start > Run > regedit.exe) and navigate to:
   for Messenger 8.0: HKEY_CURRENT_USER\Software\Microsoft\MSNMessenger
   for Messenger 8.1: HKEY_CURRENT_USER\Software\Microsoft\Windows Live\Communications Client


Once there, you must remove the following subkeys:
   for Messenger 8.0: Policies
   for Messenger 8.1: Shared


Close your registry editor and restart Messenger.
