That isn't needed...
Prior to a new public release, all official translators would already have gotten the new updates so they can update the languages so they could be fully included.
For unofficial translations, all you need to do is compare the old default English file, with the new default English file to see the changes. There are tons and tons of (free) programs on the net which can compare two textfiles.
PS: If for whatever reason you have a program which can only compare ascii files and not unicode files. All you have todo is open the default English translations in Notepad first and resave them as ascii and then compare them.
