Click WindowsKey+R type "Explorer", enter the address at input box at the top, and then click enter. Did it work?

well, it should also be able to load a web page.
I remember it used to do that at least...
Just tried, it opened a new tab in FF:P

Open any of your folder, and type in whatever address, on the address bar, you wished to go to - like what they have mentioned.

If you are refering to the "missing" menu bar...
To enable the menu bar in IE 7,
simply press ALT + V on your keyboard > toolbars > Menu bar, alternately, you can right click on the tab bar, and click Menu bar. Similarly, you can go straight to tools which is right beside you tab bar, select it and thereafter select menu bar.

However, if you are referring to the context menu when you right click on the page or any particular hyperlink, then....
Download IE 7 from Microsoft.com and reinstall it, that may help.

Similarly go and download IE 7 from Microsoft.com and reinstall it to fix the downloading problem, that may help.

RE: IE No Menu or cannot download anything.
i have the solution to this problem.
I had the same problem as i just installed vista on somebody
else's computer and i absolutely hate it as well as IE7.
vista prompts you for permission for every action you try and
its really annoying, i mean i couldn't even install firefox!

anyway, go to the control panel where it says security options, click on
check this computers security status, then click on internet options
and uncheck enable protected mode and its done. Apparently the
protected mode is what's holding back you from doing everything.
They could have at least told you that>.>
