So, How do you make a skin? I know the .XML thing but what program do you use?

First you start by reading the skinning documentation, you can get that through Plus > Preferences > Customize! > Skins or by downloading it at http://www.msgpluslive.net/skins/browse/9/Resources-for-skin-creators/

You are free to use any program you wish but for validation it's advisory to use an XML editor. The Plus! Skinning Documentation recommends XML Spy (professional version) from Altova. A freeware alternative to that is WMHhelp XML Pad 3.

Word would work but it's not recommended due to the formatting it applies to files... I use notepad, notepad2 or XMLNotepad to do my XML files (and js files for scripts).

go to: plus/preferences/customize!/skins/(click)extract resources/(click).../and then >>>my computer/program files/messenger plus live!/skins/your skin/(click) ok/click export
but i don`t know how to import it

That exports the default (unless you've patched messenger or use an old style hard-mod skin) messenger resources to your specified folder, you then take and modify what you need to from there, it's more of a map and a guide than a skin.
