If I configure a static IP, within my ISP's range, will it work and be static?

No, it probably won't, because your ISP will still have the IP in its DHCP list. If you tell your computer to use a static IP, the DHCP server doesn't know that, and can still give the same IP to someone else.

Simple solution: get a router that stays on all the time, greater chance of not getting your IP reassigned. I'm doing this, and haven't had my IP change yet since I got service hooked up a month ago.

Quick tip: don't, otherwise your Internet will fail at some point.

If you need your PC to always be reachable yet still have a dynamic IP, there are services that allow this, though I can't recall a name.

DynDNS will let you have a domain name that always points to your router's or your PC's current dynamic IP address.
