O.P. Bad experiences
Yay for domain registrations. No thanks to my current registrar, looks like my current domain is going to expire before shit gets fixed and I'm hoping i can re-register it before some bot does.

I have been trying to transfer registration over the past 2-3 weeks, but the registrar won't let me because the bill for the renewal hasn't been paid. I'm not going to be paying it, because I'm not renewing with them. So to transfer the domain, I would need to pay my registration to renew with the current registrar for 1 year, and then pay the new registrar again for the same year, thus paying twice.

The invoice amount is £9.99. It was due on June 30 to renew the domain for time between July 22 2010 and July 21 2011. So even though it has not expired and paid for up until July 21, it seems I no longer own the domain nor have the ability to transfer it where I see fit.

so for 10 pounds you're risking your domain?
You should seriously consider paying it, it's not that much (as it would suck to lose your domain :P)

Didn't we have a regular who works (or used to work) at ik:host? Sounds familiar.

Are you sure renewing it with the old registrar and then moving it to the new one won't give you two years?

I don't think you can transfer a domain within a certain period of it's expiry from memory.

I'm fairly sure I remember reading that you would lose a year by transferring within a certain period after it's renewal.

TBH, unless you are broke or certain you won't keep the domain beyond one year, there is no harm in doing just that. The renewal will extend it for a year and the transfer will extend it for another year on top of that, so you don't lose anything.

That gives me another opportunity to say what I've been saying for years.  Never, I repeat, never register a domain through a web hosting service (or transfer your domain to them).  Register with a reputable accredited registrar, keep your domain name there and simply point the name servers to your host's.

Very few, if any, hosting companies are ICANN accredited registrars themselves.  They are just reselling the service through accredited registrars (eNom, Tucows and others) you could do business with directly.  None of them are interested in helping you when you want to take your domain elsewhere, not to mention that web hosting "companies" come and go on daily basis.  If they fold, you will be left trying to sort the mess out with the registrar they were working through, which will be expecting you to deal with the reseller that's no longer there.  I have been there once and had to escalate the matter all the way up to ICANN to retain control of my domain.  That mistake won't ever happen again.
