O.P. Help getting rid of Special Symbols 1.0

Hi there! this is really bugging me, how can I delete it or stop it from working? Its Special ymbols 1.0 and I have no clue to try and get rid of it. Ive tried local settings AND the control panel, but that hasnt helped.

I apperciate anyhelp given.
