Messenger Plus! 3.63 will not work with any version of Windows Live Messenger newer than version 8.0

As matty said, try disabling the anti-virus/firewall software before you download and re-enable it after it has installed.

You may need to clear your Internet cache also as the file download may have failed and it is trying to give you that copy rather than download it from the Messenger Plus! servers.
