Will there be any Elite Reputation level?
Or will new Elites be selected by rep points?

Principally only Elite and above members will be supposed to be able to vote (so you will)

The ammount of Reputation a user can give or take from a member depends on the Member Group s/he's in. So there's a build-in configuration for it
