0.close messenger
1.unzip inkredist.zip to a directory
2.find instmsiw.exe(search in google or microsoft) copy it to the same directory
3.run setup.exe not ink.msi although it can be worked correctly
4.restart your msn messenger
5.install the handwriting plugin
That's NOT the same problem.
Your problem was that you still had an old Windows Installer... In fact, this has nothing to do with the plugin, but with the fact that you didn't update Windows regulary... Without the updated installer, you can't install many program nowadays...
