Actually, it's probably it's part of their policy to allow the odd free-thinker within their organisation to make the company seem less domination-focused.  Notice it's also an official piece of advice from security experts in response to a specific threat.  It's not saying Mozilla is better, in fact if you read it further it says the opposite.  It is nice to see a personal, conversational face to microsoft though
