VP.DLL is from InfoPen. By cleaning out the registry you also broke those links needed for InfoPen...
Also, do you have StuffPlug-NG? There is an issue between InfoPen and StuffPlug (unless TB has fixed it in the new release, I dunno about that). Make sure you have installed the latest StuffPlug version:

Now, to fix the errors: uninstall InfoPen completely:
add/remove programs > InfoPen
Then install the handwriting plugin instead if you wish to be able to "handwrite". You can download the complete package here:
