Nope, the count goes up when you click on the download button. This means if you abort the download, or the download even fails, the counter will still go up. In other words, this is by no means a way to tell that people are effectively downloading it.
Test this yourself:
1) go to the page and look at the counter
2) click the download button
3) go back to the page and have another look at the counter, it will be +1
