No, measuerments in cm are not used when you "don't know the size in pixels", but when you know the DPI for the image or the DPI of the device were you're image is going to be (printer, screen, colorpress, scanner, banner, etc).
This is mainly used in DTP. You should not use centimeters if you don't know why exactly you use it and if you don't know how to work with it and what it exactly means. Using cm is certainly not meant for the beginner.

Furthermore giving a size number only in cm is useless and doesn't say a single thing about the size of the image in pixelsize!! The image can still be any size in pixels from eg: 10 pixels to 321564876 pixels width... If you don't understand that, then don't give a measurement in cm.

That doesn't make any sense, if you don't know the DPI (not the resolution! that doesn't even matter) you shouldn't give a measurement in cm as it will still say nothing...

eg: my screen can be the same resolution as yours, yet 2,5cm is not the same size in pixels as on your screen!

It is noble the try to help out, but this realy didn't help. In fact it was complete wrong info.
