Make sure you don't confuse the toast with the standard toast of MSN Messenger which will be shown each time someone signs in (if you've enabled Tools > Options > General > Display alerts when contacts come online).
Also, about what Messenger Plus! version are you talking about and also always give the MSN Messenger version and operating system, when you report a bug.
