Probably spyware/malware/badly written plugin - Commonname toolbar was one of the first to cause this problem. If you disable third party browser extensions you are only hiding the problem, not fixing it, and all other plugins will stop working, even legitimate ones. Reinstalling IE is unlikely to fix the problem. If you have spyware/malware you need to get rid of it. AdAware, Spybot, HijackThis (the latter should be used only with experienced guidance) should be used to search for spyware.
