I don't think theres a need for this, when Plus! 3.50 is out, people will probably upload little britain sounds, I have *.zip folder full of them anyway, and I'll get some more, so there shouldn't be a problem with uploading them when its out...
I doubt somebody would be willing to make the plugin, if anything, people would make the soundpack, but thats not what you want so... I don't know what to say other than what I've already said...
