. Microsoft introduced this feature in Windows 2000, probably because at that time, computers were starting to be fast enough to support it, that's all. You could add alpha bending in Windows Me with yourown DLL if you wanted, you'd just have to redo what Microsoftdid for Win2k.
Really... I thought because of DOS not supporting Alpha Blending that Windows ME wouldn't support it... I guess you learn something new everyday.
