Thsi problem is often caused by Regional Settings options... for those of you who still have the problem, go in your Regional and Language Options, Languages tab (second one), make sure "Install files for East Asian languages" is checked. Then click on Details, go in the Advanced tab (second one) and make sure no option is checked there).

If you changed anything in your options, restart your computer. If it fixed your problem, please report back on the forum .
