Actually, I am experiencing the same problem; the site times out for me as well. This leads me to believe the problem isn't on your side but server related and therefore there's nothing you can do to resolve it.
If you wish to download Plus! and are now unable to, I'd suggest you download it from a mirror location (Google for MsgPlus-354.exe)
