When you sign in here
https://login.passport.net/ppsecure/uisecure.srf?lc=1033&id=10 , to to account information, the change your personal information.
You will then see stuff like first name, last name, birth date, etc.
Then, under the home location subheading, change Country region to United Kingdom. I'm not sure what exactly fixes the problem, so I just changed as much as i could to United Kingdom on that page and when i signed back into MSN, the add was there again.
