Macromedia Flash MX 2004. It's not free, but you can get the trial. And there are many tutorials for it around, try
Pixel2Life.
Making Flash Movies, or Actionscripts is pretty hard though, and requires quite a big knowledge of the program you are using, and a lot of time. It's not something you can just do from a tutorial easily. You can learn the basics, but other than that its a lot of your own skill.
