In my experience with my ISP, it's the MAC (Media Access Control) address of the thing that's connected to the modem that controls if you get a new IP. Whenever I've changed routers, I've gotten a new IP, and also if I leave the router unplugged for 10+ hours, which never happens unless there's a power outage.
