You can already do this.
You go MsgPlus! preferences:
1) main MSN Messenger window
2) Plus! menu
3) Preferences...
4) Contact List
5) Desktop Contacts
6) check the box "Hide depending on contact's status:" and make sure it says "Offline"
That will show desktop contacts which are other than offline.
