You could wait around, and send the application in a couple of days. Just
two-three days ago Patchou said the beta 1 was being delayed and he still hadn't checked the applications for beta testing, so there's still time.
Edit: Indeed, don't send attachments. Simply put your information in the email body. If Hotmail generates the HTML (I dunno, could be), turn off formatting.
