I had this recently, and sometimes it got past the blue bars and went on to the login screen, but stuck with "Welcome" for hours.

I fixed it by persevering till it worked, then done a chkdsk c: /f from the command line, and let it reboot.

I tried using chkdsk c: /f from the windows recovery CD... but it didn't work
