All the XML files, not only those of script, but also those of the interface skins, etc,
must be in either "
unicode little endian" or "
unicode big endian"
(though choose "unicode (little endian)" though, that's the default used on Intel/Windows platforms..
"UTF-8" is also not supported, btw...
The script files themself (the JS files) can be in ANSI...
