The Radeon should work with CS:S, but don't expect fantastic graphics from it.
As for silent cooling systems, that's basically heatpipe technology for the graphics card, a big northbridge heatsink, and water cooling for the CPU.
Edit: You'll also need to find a 'silent' PSU.
