To be more precise, they need Plus!
Live to be installed. This also means they need to have Windows Live Messenger and thus Windows XP.
The BBCodes aren't interpreted by Plus!3, only by Plus!Live.

If you want your contacts, which use Plus!3, to see your colors you need to change the color format to IRC-style:
Plus! Preferences > Customize! > Main > Enable text formatting shortcuts
and choose:
Plus! Preferences > Customize! > Main > Use IRC style format codes
Now you can use the IRC-style color format codes by using the shortcuts (CTRL+K, CTRL+B, etc)
