This should work... but this isn't within a minute... it's when you send/recieve two messages in a row.
EDIT: If no one can start a converstaion with you this all could be a problem with the servers that you might have to wait out...
Just in case make sure your "online" and not "appear offline" or something.

That has nothing to do with it, its probably a server problem. You'll just have to wait it out.
I can only receive messages if they are sent within a minute of mine.
