Limiting bandwidth isn't going to work -- at least not for her, if the culprit is voice conversations.  If there isn't enough bandwidth, her conversations will no longer work and I imagine she will complain.

What software does she use for that?  Typically, voice doesn't require much bandwidth, which makes me wonder if that is even the problem...  How fast is the shared connection?
