Changing the CSS part of it is not that hard so it is very possible (I recommend someone doing it and giving their Stylish stuff to WDZ to do). The hard part about a new theme is when you change a lot of images and put images around everything.... believe me, I'm doing that now and it takes forever, but the changing the colours part is easy and can be done in a matter of minutes.
