In Windows Live Messenger Menu.

Contacts > Save Instant Messaging Contacts

Then login to your new account.

Contacts > Import Instant Messaging Contacts

If you don't want to add EVERYONE, but most of them.

You can open that exported .ctt file in Notepad and Delete the lines of the people you don't want to add
